Kunwar Vijay Pratap joins as Police Commissioner of Jalandhar

Kunwar Vijay Pratap Singh worked as Police Commissioner of Jalandhar City for a brief stint from May 2014 to August 2014. In his 69 days tenure as Police Commissioner, the officer successfully revamped the policing system in the city by doing away all elements of colonial policing. He implemented community oriented policing in Jalandhar City and at the same time acted tough against the criminal and antisocial elements. The law and order situation in the city remained totally peaceful during his tenure because of his tough stand against law breakers. His pro-people and anti-criminal approach was largely appreciated and acknowledged by the common citizens at large even after his transfer.

 

Revamping of Police Stations functioning

In order to manage the functioning of the police stations in an effective manner and to make the police stations people friendly, the entire functioning of the police station was revamped and redistributed. In this regard a detailed standing order was issued by the Police Commissioner with the following aims and objectives:

  • (a) Maintenance of law and order in effective manner
  • (b) Crime prevention and detection in professional manner
  • (c) To make the police stations first nodal point of justice delivery
  • (d) Separation of investigation from law & order
  • (e) To ensure police accountability
  • (f) To make the environment of the police stations friendly to the common citizens
  • (g) To give a practical shape to the standing orders issued by the DGP/IGP of Punjab in this regard from time to time; for instances:
(i)   Standing Order No. 1/1981: Police Public Relations (ii) Standing Order No. 1/2000: Use of Community Policing Approach in Day-to-day Policing to Improve Police Public Relationship, Police Image and to Enhance Transparency in Police (iii)  Standing Order No. 51 Dated 15 August 1977: Separation of Investigation from Law & Order

 In the police stations, three types of duties are performed in normal course of action: Public dealing, maintenance of law & order and investigation. With a view to streamline these duties and to achieve the above-mentioned aims and objectives, the entire functional responsibilities of the police stations shall be distributed in the following broad divisions:

  • (1) Community Policing Division
  • (2) Law & Order Division
  • (3) Investigation Division

 According to the above arrangements, the Officer in-Charge of the Police Station (SHO) shall discharge his duties and responsibilities with a co-ordinated effort and zeal so that he/she is able to maintain proper utilisation of manpower and resources on the basis of proper work-distribution at functional level amongst various divisions mentioned above. In this endeavour, the SHO shall be assisted by one or more Additional SHOs.

Commissioner to focus on crime prevention, pro-active policing

Newly appointed Commissioner of Police, Jalandhar, Kunwar Vijay Pratap Singh, a police officer of the 1998 batch of the premier Indian Police Service (IPS), has been credited with setting up the cyber crime cell of the Punjab Police in Mohali as its founder SSP.

He believes in action and not in making tall claims. He said corruption in the police department would not be tolerated and strict action would be taken against the corrupt police officers. He also hinted at setting up a cyber crime wing in Jalandhar to tackle rising cases of cyber crime. This is Kunwar's first posting in Jalandhar.

When asked about his priorities and focus areas as the chief of city Commissionerate, he said: "My entire focus will be on crime prevention, pro-active policing, and community oriented policing. I even define COP as Community Oriented Policing. Now, Jalandhar police will do policing for the sake of the community. If unfortunately any crime occurs, the police will ensure that criminals are put behind the bars in no time."

"I believe policing is not possible without the participation of public at large. We consider every citizen as a cop. We will mould the working of police in such a way that every citizen will consider himself/herself as a cop and will help us in detecting crime. We will change the concept of policing to make it pro-public. In a nutshell, now 'aam admi' (layman) will do policing to tighten the noose around the criminals and drug peddlers," he said while explaining the role of the public in detecting crime.

"At this moment, it is not possible for me to give any blueprint on how police will take on drug-hit areas but we will devise a method to eradicate this menace. We will seek positive feedback from the public to thwart the attempt of drug peddlers. We will continue raiding such suspected places and I hope our efforts will yield results," he said.

On plan for traffic regulation in Jalandhar, he said: "I have categorically told my officials that don't cut challan just for the sake of achieving the target of issuing maximum challans. Our challans will be only quality challans. Maximum care will be paid to issue drunken driving challan which always becomes the cause of fatal accident."

When quizzed about his sense to curb rising cases of snatching, Kunwar Vijay Pratap said: "Snatching is a serious issue and we have to tackle it. Special care will be paid to utilise the available force in such a way that a snatcher finds no place to commit crime in the city. Even on a closed day like Sunday, police deployment will be sufficient in the suspected areas of crime. Legal action will also be taken against buyers who buy valuables from snatchers."

"I will also ensure that the traffic police check the buses using black or tinted films and the defaulters are challaned accordingly," he said. On blind cases and high profile robbery cases like Punjab and Sindh Bank dacoity, GPO robbery, he said: "All blind murder cases and high profile robbery cases will be reviewed soon. After knowing the status of investigation, effort will be made to detect the crime."

"I am planning to set up full fledged cyber crime wing in Jalandhar to solve all cases pertaining to cyber crime. Since I have joined a few days back only, still I will ensure that cyber wing will start functioning soon. Soon the process will be started to bring infrastructure for the same, he said.

"The day I joined in Jalandhar, I held a meeting with my team and categorically told them to stay away from corrupt activities. After receiving any such complaint, stern and immediate action will be taken against corrupt cops. If any traffic cop is found taking bribe for sparing traffic flouters, the guilty have to bear the consequences," he said.

Raids to nab Harpal Mintu’s accomplice on

Jalandhar June 3 Following the arrest of a BJP worker, Harpal Mintu, on the charges of taking protection money, the city police officials are now conducting raids at the suspected hideouts of his accomplice Dheeraj Baba, who is still at large.

The police claimed that Mintu was just the tip of an iceberg but Baba was the kingpin, running the racket of protection money.

As per the police, once Baba gets arrested, the police would be able to nab many other such persons in the trade. The police had nabbed Mintu two days back for taking Rs 20,000 from the father of the nabbed thief on the pretext that he had a say in the police department and would help him get his son released from the police custody. After the thief’s father complained to the police that Mintu had withdrawn cash from ATM, the police started considering the allegations.

Following his arrest, supporters of Mintu had also levelled allegations on the police for beating them up. They had demanded suspension of ACP Somanth for engineering the lathicharge. Even BJP MLA Manoranjan Kalia had released a statement in which he had alleged that the police had arrested Mintu without inquiring into the CCTV footage of the ATM.

However, Police Commissioner Kunwar Vijay Pratap has said that the police had enough evidence against Mintu and his accomplice Dheeraj Baba.—TNS

In an effort to improve the functioning of the Jalandhar Commissionerate, the Commissioner of Police, Jalandhar, Kunwar Vijay Pratap Singh, has overhauled the city’s entire police system.

A major reshuffling has been done in the city police from the administration level to the police station level, with the motive to provide better policing to the city residents.

The motive of the major reshuffling within the commissionerate is to better utilise the available force and relieve the cops from the unnecessary burden.

He has given the posting of choice to the cops, from the constable level to the SHO level and, in return, has taken a pledge from them to work for better policing.

The Jalandhar Commissionerate has 14 police stations excluding the Economic Offences Wing, CIA, Trafic Wing, NRI and women police station. Reshuffling in the staff has been done in the entire police commissionerate and the cops have already joined their new postings.

Talking to The Tribune, Police Commissioner Kunwar Vijay Pratap Singh said. “I am going to adopt a three-tier system in Jalandhar Commissionerate that comprises Law and Order Wing, Crime Investigation Wing and Community Police officers. Cops deployed in these three wings will ensure better policing as per the duties assigned to them.”

The City police has enough police force but the same was not being utilsed in a better way. “We have enough force to accommodate them in all there wings and they, instead of focusing on unnecessary work, will only concentrate on the work assigned to them under the wing concerned.”

“I have personally asked every SHO about their choice of posting. After inquiring about their past performance and skill, the SHO has been posted at his desired police station with the condition that they will perform better and offer justice to the needy,” Singh said.

Law and Order Wing

Cops working under law and order wing will solely be responsible for maintaining peace in the city and tackling any sort of emergency.

Investigation Wing

The team of this wing will solely look after the investigation into all crimes, be it murder, loot, theft, snatching etc. From reaching the crime spot till the completion of the investigation, this wing will ensure that the criminals be brought behind bars. The wing will comprise ADCP (Crime), ACP (Crime) and CIA staff but the main investigation will be done by the SHO concerned.

Community policing

Every police station will have community police officers, who will listen to the routine complaints of visitors at the police station. After considering the merit of the complaint, these officers also decide the further course of investigation.

Teams for all these three wings was decided after going through the personal hearings of each cop from the constable level to the SHO. “After measuring the skill and aptitude of cops, I assigned them duties under wings,” he said.

Investigation separated from Law & Order

In Jalandhar Commissionerate, Investigation has been separated from Law & Order. This separation has been made at three levels: Police Station, Sub-Division and District level. The main feature of the system is creation of Investigation division at Police Station and Sub-Division levels. The Investigation Division shall mainly look after the investigation and detection part of the police station functioning.

Investigation shall be separated from law and order at police station level as well as district level. For that, Investigation Division has been set up in every police Station. In this way, investigation and detection has been made a specialised task. For that, team investigation will be preferred rather than investigation by individual officers. Every case will now be investigated by a team of officials comprising of NGO-1, HC-1, and Constble-2/3.

This Division has been further bifurcated into two units:
  • Local Investigation Unit (LIU), and
  • Central Investigation Unit (CIU).

             The Local Investigation Unit (LIU) has been assigned the task of investigation of petty cases like hurt cases (Section 323, 324 IPC etc) mostly triable by Judicial Magistrates. This Unit will comprise of three-four teams of investigators. Thus, LIU will have 3-4 NGOs assisted by 8-10 HC/Constables. This Unit will function under the control and supervision of the SHO of the Police Station. In case of occurrence of any incident, one of the teams of LIU will visit the scene of crime.

The Central Investigation Unit (CIU) has been assigned the task of investigation of cases of serious nature mostly sessions trial cases. This Unit will be a specialised investigation unit and will investigate the cases of serious and sensitive nature pertaining to other police stations also. This Unit will comprise of one SI assisted by two-three ASIs and 8 to 10 HC/Constables. This Unit will function under the supervision of ADCP Crime who will be responsible to assign the investigation to this unit and supervise the same. These units will function like extension of the Central Investigation Agency (CIA) and thus will work in close liaison with the CIA and shall get technical and professional assistance from there for detection of crime. However, SHO of the concerned police Station will be responsible for co-ordination and providing logistic support. However, First level Supervision will be done by the Area ACP.

  • The Crime Stoppers will respond immediately followed by one of the teams of the Local Investigation Unit (LIU).
  • If the incident is of serious nature, the SHO of the police Station shall also visit the crime scene followed by the officials of Central Investigation Unit (CIU). Subsequently, the investigation will be taken over by the CIU.
 

Functioning of Central Investigation Units (CIUs)

Every Police Station shall have a Central Investigation Unit (CIU) for the investigation of cases of serious nature specially sessions trial cases.

CIU of a police station may function from the building of another police station or from the office of the ACP Sub-Division. Similarly, CIU of a particular police station may function as a special investigation unit for specialised heads of crime.

Composition of CIU of Police Stations: SI-1, ASI-2, OR-10 First level Supervision will be done by the Area ACP Overall Supervision of all CIUs: ADCP Crime
Basic features of the Central Investigation Unit (CIU):
  • To investigate the cases of important and serious nature mostly sessions trial cases;
  • Detection work: To detect the gangs by applying secret sources/ informers
  • To attend the court proceedings on time regarding bail matters etc;
  • To ensure proper prosecution of the cases according to the provisions given in the PPR especially Chapter 26.
 

Investigation/ Detection of Robbery/Snatching:

CIU at PS Division No. 3:
  • Investigation of Snatching/Robbery cases of North Sub-Division especially pertaining to PS Division No. 1, Division No. 3 and Division No. 8;
  • Detection and arrest of gangs of snatchers/Robbers active in Jalandhar City (Pro-active role).
  • Supervision: ACP North
 CIU at PS Division No. 4:
  • Investigation of Snatching/Robbery cases of Central Sub-Division especially pertaining to PS Division No. 2, Division No. 4 and New Baradari
  • Detection and arrest of gangs of Snatchers/Robbers active in Jalandhar City (Pro-active role).
  • Supervision: ACP Central
 CIU at PS Division No. 6:
  • Investigation of Snatching/Robbery cases of Model Town Sub-Division especially pertaining to PS Division No. 6 and Division No. 7;
  • Detection and arrest of gangs of snatchers/Robbers active in Jalandhar City (Pro-active role).
  • Supervision: ACP Model Town
Anti-Snatching Unit at the CIA Staff:
  • Under the supervision and control of ACP Crime;
  • Composition: [Insp-1, NGO-2, OR-10]
  • ACP Crime to co-coordinate the functioning of all CIUs located at PS Division No. 3, 4 and 6
  • All snatchers/Robbers arrested by any unit shall be interrogated at Anti-Snatching Unit at the CIA staff and special dossier will be maintained there centrally. However, all Anti-snatching investigation units will have particulars of cases as well as active gangs of the entire city.
  • ADCP Crime to closely monitor the functioning of all these Units.
 

 Investigation/Detection of Theft/Burglary:

CIU at PS Division No. 1:
  • Investigation of theft and burglary cases of North Sub-division (PS Division No. 1, 3 and 8);
  • Detection and arrest of gangs of thieves and burglars active in Jalandhar City (Pro-active role).
  • Supervision: ACP North
CIU at PS Division No. 2:
  • Investigation of theft and burglary cases of PS Division No. 2, 4 and New Baradari;
  • Detection and arrest of gangs of thieves and burglars active in Jalandhar City (Pro-active role).
  • Supervision: ACP Central
 CIU at PS Division No. 7:
  • Investigation of theft and burglary cases of PS Division No. 6 and 7
  • Detection and arrest of gangs of thieves and burglars active in Jalandhar City (Pro-active role).
  • Supervision: ACP Model Town
Anti-Burglary Unit at CIA Staff:
  • Under the supervision and control of ACP Crime;
  • Composition: [Insp/SI-1, NGO-2, OR-10]
  • ACP Crime to co-coordinate the functioning of all CIUs located at PS Division No. 1, 2 and 7;
  • All burglars arrested by any unit shall be interrogated at Anti-Burglary Unit at the CIA staff and special dossier will be maintained there centrally. However, all Anti-Burglary investigation units will have particulars of cases as well as active gangs of the entire city.

 Investigation of Murder & Kidnapping cases:

All SHOs shall personally investigate the cases of Murder and sensational kidnapping occurred in the area of respective police stations. However, they can take assistances of CIUs/ CIA in detection of these cases under the instructions from ACP of the area and ADCP Crime. Investigation and Detection of Gangster cases:
  • CIA Inspector shall be responsible for detection of criminal gangs being operated in Jalandhar Composition: [Insp-1, NGO-2, OR-15]
  • He will prepare and maintain dossier of all such criminal gangs
  • He will investigate the cases related to the criminal gangs and ensure proper prosecution by giving personal attention.
  • There will be one Interrogation unit comprising of at least five persons under the command of ACP Crime for proper interrogation of all gangsters. [Composition: NGO-1, OR-5]
  • Prosecution Staff in CIA under ACP Crime [Composition: SI-1, OR-5]
 

 CIU of West Sub-division:

The Central Investigation Units (CIUs) of PS Division No. 5, PS Bhargo Camp and PS Basti Bawa Khel will be centrally located at PS Division No. 5 and shall be responsible for investigation of all cases of serious nature under the supervision of ACP West under overall supervision and control of ADCP Crime. There will be one Detective Inspector for close monitoring of these CIUs under ACP West. For this purpose, the following four specialised investigation units will be set up in the premises of PS Division No. 5: Anti Snatching/ Robbery Unit: o   For investigation and detection of Snatching/Robbery cases o   Composition: SI-1, ASI-1, OR-8.

Narcotics Unit:

o   For unearthing drug paddlers and their activities o   Composition: Insp/SI-1, NGO-2, OR-10

 Special Operation Unit

o   For investigation/detection of cases related with gangs o   Composition: SI-1, NGO-2, OR-10

 Heinous Crime Investigation Unit:

o   For the investigation of cases of serious nature of West Sub-Divsion o   Composition: SI-1, NGO-2, OR-10   District Narcotics Control Unit:

There will be one Narcotics Control Unit at the CIA under the supervision of ACP Crime. This Unit shall work as Nodal Unit for monitoring of all cases of NDPS Act in the Commissionerate. This Unit shall keep all the data and interrogation reports related with drug peddlers of the Police Commissionerate Jalandhar. This Unit shall also be responsible for proper prosecution of NDPS cases and action of forfeiture under Section 68F of the NDPS Act.                         [Composition: Insp-1, NGO-3, OR-15] PO Staff:

  • There will be one PO Staff under the control of ADCP Crime.
  • This staff will be responsible for arrest of all POs of Jalandhar City Police as well as of Pos of other districts residing in Jalandhar.
  • This Staff shall maintain proper records of the POs of Jalandhar City Police as well as of Pos of other districts residing in Jalandhar.
[Composition: Inspector-1, NGO-3, OR-20] Besides this, Economic Offences Wing (EOW) and Anti-Human Trafficking Units were also set-up for streamlining the investigation of these cases.

Investigation of Rape and other cases of sexual assault:

There will be one special investigation Unit known as CAW Investigation I for the purpose of investigation of all cases of rape and sexual assault of women. This Unit will function from the premises of Women Police Station. Composition: Insp-1, SI/ASI-4, OR-15; (At least 2/3 staff will be from women police) Supervision: ACP CAW Overall Supervision: ADCP Crime Investigation of cases of Marital Cruelty: There will be one special investigation unit known as CAW Investigation II for investigation of cases of marital cruelty at Women Police Station. Composition: Insp-1, SI/ASI-4, OR-15; (At least 2/3 staff will be from women police) Supervision: ACP CAW Many other steps were taken to improve investigation and detection of crime.  

Govt buckles under political pressure, transfers top cop

As expected and discussed in political circles, the Punjab government has transferred Jalandhar commissioner of police (CP) Kunwar Vijay Pratap Singh, whose nearly two-month tenure witnessed minimum political interference in the police functioning.

The DIG ranked officer, who had joined this posting on May 29, is known for his strict command over the police and that is why a large chunk of the political leaders were not happy with him and sources said, made repeated complaints against the CP.

Yurinder Singh Hayer, who has earlier remained as SSP Jalandhar Rural has been appointed as new police commissioner May 29. In his short stint, the city witnessed decrease in crime and stronger police vigil.

Sources said that it was a coterie of SAD-BJP leaders from the district, who had complained about the CP with the deputy CM because of not entertaining the “urgent” calls of the political leaders from the city. Also, he brought many changes into the police functioning including the formation of new wings and cells and also transferred station house officers as per their qualifications and capabilities and without their recommendation from the political bosses.  He also compelled the high profile liquior shop owners to stop sale after 11 pm and also close, dhabas restaurants and bar after 11 pm to ensure peace in the city during night.

His transfer has also invoked strong reactions from different community on the facebook (FB) and the people have expressed their anger against the government by shifting an “honest” officer. Vijay Pratap has been transferred as deputy inspector general of police in Jalandhar range.

Jalandhar Hulchal, a community of people of FB wrote that “agar #jalandhar ki janta chaahe to yeh transfer rukvaa sakti hai ... raise ur voice for this honest offficer to get him back.... SHARE MAXIMUM & u can mail to #badal sarkar to stop this transfer >>> sukhbirbadal2014@gmail.com”(If people of the city want they can deter the state government from transferring Kunwar Vijay Partap Singh. Share maximum and write a mail to deputy CM Sukhbir Badal,” states the page. In a period of only one hour, it has got 22 shares and more than 200 comments in favour of the CP.

Many more such posts can be found on the FB that criticised the state government for the transfer.
