Kunwar Vijay Pratap Singh took charge as Superintendent of Police of Mohali in November 2003 after an eventful tenure as SP City Amritsar. Mohali is treated as a sensitive city being twin city of Chandigarh. Soon after taking over, he launched crusade against anti-social elements and criminal gangs. By his proactive efforts, the city got a clean atmosphere which provided an ideal environment to the citizens. He handled many sensational cases and exposed many organized crimes in the city. He exposed fake certificate scam of Punjab School Education Board. He also handled paper leak scam of the Board. He played an instrumental role in the investigation of Hannah Foster murder case and helped the British Police to provide vital clues about the accused Maninder Pal Singh KOHLI.

During his six month tenure at this city, he acted tough against the criminal elements. On the other hand, he initiated citizen friendly policing. He gave his personal mobile number to the citizens and he answered every call even in the odd hours also.  He also started registration of FIRs on the basis of information received through E-mails. The e-mail ID created by him (spmohali@yahoo.com) proved to a boon for the city residents of this IT hub.

His selfless hardworking attitude was recognized by the Election Commission of India.  He was elevated as Senior Superintendent of Police and sent to Ferozepur to conduct Parliament Elections (May 2004) there.

Vijay Pratap takes over as SP

On his first day in office as the head of the Mohali police, Kunwar listed his plans and priorities: ‘‘I will perform my duty with integrity, impartially and honestly’’. And one does not need to draw big plans to achieve this, he added. ‘‘I am just settling down,’’ the SP said, refusing to comment on the kidney scam that he unearthed during his over a year long stint as SP (City) in Amritsar. Singh said he expected the residents to abide by law and added he would work hard towards maintaining law and order in the township. A Post Graduate in Philosophy from Patna University, Kunwar Vijay Pratap believes in being vigilant all the time. One should not wait for small problems to blow up into major issues, he said, adding ‘‘Kidney scam was not nipped in time.’’ Also known for solving the first cyber crime case in August 2002 and unearthing the PMT scam, the officer has replaced H S Bhullar, the son of former Punjab DGP M S Bhullar, who has been shifted as SP (Lok Pal). After joining the IPS, Kunwar made a mark as ASP at Amritsar, Ferozepur, Ludhiana and Patiala. In April 2002, he took over as SP (City) Amritsar. THE NEW Superintendent of Police, S.A.S. Nagar, Kunwar Vijay Pratap Singh, is not exactly a man of few words, but then he would rather let his actions do the talking. So instead of enthusing about any elaborate plans or strategy he might have drawn for his stint here, he prefers to stick to homilies like ‘maintaining law and order’ while talking of his priorities. “This is the way I have always worked,” says the ’98 batch IPS officer who hails from Gopalganj district of Bihar. He was speaking to HT in an interview today. Singh, who enjoyed the limelight for unearthing the “kidney scam” in Amritsar during his previous tenure as SP (City) Amritsar, says things fall in place on their own if a police officer does his work with sincerity and honesty. “I keep my eyes and ears open and remain accessible to anyone who may have any sort of grievance. I have no problems if somebody gives me a ring at 2 a.m. if officials at the station have not treated them properly.” But at the same time Singh wants proper channels to be followed, which, according to him, should leave little scope for any complaint if “the officials do their job”. “And this is what I want to ensure,” he emphasizes. That is why he says he does not give much importance to holding interactive sessions with citizens – a regular exercise in many cities including Chandigarh, “I won’t take any such initiative because I do not think it is needed if the police are attentive to people’s problems. But if I am invited at any such event, I will not decline.” When informed about the local police’s reluctance to lodge FIRs to keep down the number of cases registered, the SP said he would issue directives to police officials to freely lodge any complaint. “Spreading traffic awareness is another of my priorities. This done, violators would be taken to task,” he says, the poor infrastructure available with the Traffic Police does not bother him: “Once the drive starts, the fear of the law will itself be a major deterrent for violators.” Only the second IPS officer to be posted as the Mohali SP – apart from Gaurav Yadav who is presently the SSP, Chandigarh, and served as SP Mohali, during 96-97 – Singh says he would take his time to settle in his new assignment. “This city is new to me and it will only be after some time when I will be identify the problems here,” he said.

[Indian Express /April 9, 2004] Vikas Kahol SAS Nagar, April 8: ‘‘Sir, please do something... some boys on mobikes come to our school just before classes are over. As we leave the school on foot, they either stop in front of us or speed off after passing nasty comments... Please do not disclose my identity.’’ This e-mail, one of the many similar ones, was sent to SP Mohali Kunwar Vijay Pratap Singh. The teenaged student specifically stated that she should not be made to depose as witness and should not be impleaded as party while taking legal action against the accused. The next day, two police officers confirmed that five boys come regularly to the school and chase girls. They went again in plain clothes and apprehended the youths. The boys were let off after they promised not to trouble the girls again. Even so, the police made it a point to inform their parents to ‘‘tame’’ the boys who would otherwise face police action. ‘‘I am receiving on an average 10 e-mails every day. Many of these relate to harassment of girls and dowry-related offences,’’ says Kunwar Vijay Pratap Singh. The SP, who got this email ID about two months ago, says he wanted to ensure that people have direct access to him. ‘‘The idea is to save the complainants the hassle of making rounds of my office, but at the same time, redress their problems — at times, even without letting the complainant knowing about it,’’ he says. ‘‘I follow up all complaints regularly and respond to them individually,’’ he adds. ‘‘In some cases, people from socially weaker section also lodged their complaint through e mail. They had asked the cyber cafe owner to write the complaint for them,’’ he says. Suggestions on common law and order problems have also been received and ‘‘we are trying to redress them,’’ says the SP. SP doesn’t call, Bir Devinder sulks

The Indian Express, Chandigarh January 13, 2004 Vikas Kahol SAS Nagar, January 12: BIR Devinder Singh, the deputy speaker of the Punjab Legislative Assembly, has a problem. And that is, Mohali Superintendent of Police Kunwar Vijay Pratap does not call on him, even though Bir Devinder has called him up several times. Unable to cope with the ‘‘attitude’’ of the police officer who busted the infamous kidney racket in Amritsar, Bir Devinder is now demanding that Kunwar Vijay Pratab be shifted out of his constituency. In a letter to Punjab Chief Minister Captain Amarinder Singh against the SP, Bir Devinder stated that the ‘‘disobedient’’ Kunwar Vijay Pratap has not been attending any function or meeting called by him. Like, on December 31, 2003, when Bir Devinder stated he convened an urgent meeting to discuss arrangements for the inauguration of Balongi bridge. The bridge was to be inaugurated by the CM on January 7. The authorities, including Ropar DC and SDMs from Mohali and Ropar attended the meeting. ‘‘But, he (SP) did not,’’ even though security and traffic arrangements were to be discussed with him, said a source quoting the letter. The letter states that while the meeting was on, a message was sent to the SP to come to the meeting, but Vijay Pratab refused. Confirming that he has written to the CM, Bir Devinder said he is an elected representative of the constituency and that the SP is indulging in ‘‘willful disobedience’’. ‘‘He has not even bothered to call on me, even after I called him several times to discuss the law and order situation in the Mohali sub-division. This is a serious lapse,’’ said Bir Devinder. PUDA authorities too don’t seem to care much for Bir Devinder. A community centre in Sector 71, which could not be inaugurated because of the row kicked up by Bir Devinder because his name was not included on the plaque, has now been dedicated to the people. PUDA officials did not want to comment. Bir Devinder said he would comment later. Mum’s the word SP Kunwar Vijay Pratap Singh: I am prohibited by seniors to talk to the press. I cannot comment. Mohali SP transferred as Ferozepur SSP

[The Hindustan Times, Chandigarh, April 19, 2004] HT Live Correspondent S.A.S. Nagar, 18 April MOHALI SUPERINTENDENT of Police Kunwar Vijay Pratap Singh is learnt to have been transferred to Ferozepur as SSP. Senior police officials told Hindustan Times that the Election Commission has issued orders in this regard, but they are yet to receive it. Singh has already served in the border district and it will be his first assignment as the police head of a district. Meanwhile, the name of Rajiv Ahir, IPS, is also learnt to have been cleared as Ropar SSP. The outgoing SSP, Surinder Pal Singh, has gone on leave, handing over his charge to SP, Headquarters, Jagdish Singh Kahlon.
